Oscar Womack, Jr. is the prime mover behind Coherent Contracts. Since retiring from the United States Air Force as a Lieutenant Colonel focused on systems acquisition management, he has continued to grow his knowledge and experience in every area of contract management.
The former Director of Contracting at the Air Force Communications Systems Center, Oscar has managed everything from basic research grants to space defense and satellite contracts valued over $6 billion. As an industry procurement executive, he also developed contract management initiatives that were recognized as best practices by the United States Navy Best Manufacturing Practices Center of Excellence.
Oscar is a graduate of Hobart College and earned his MBA from George Washington University. He is also recognized as a Certified Professional Contracts Manager (CPCM), a Certified Purchasing Manager (C.P.M.), and a Certified Management Consultant (CMC). Additionally, he holds the Fellow designation from the National Contract Management Association (NCMA).
Oscar founded Coherent Contracts so he could bring his extensive knowledge of federal contracting to small and medium-sized businesses. Because of his commitment to outstanding service, he has guided scores of exceptional companies through the federal contracting system.
