About Us

Oscar Womack, Jr., is the owner of Coherent Contracts, LLC (Oklahoma City, OK), which provides a wide range of contract management support services to Government primes and subcontractors.

Oscar is a retired officer (Lieutenant Colonel) from the U. S. Air Force where he focused on systems acquisition management.

As Director of Contracting at the Air Force Communications Systems Center (Tinker Air Force Base, Oklahoma), he directed worldwide procurement of Defense communications-computer systems and services with an annual contract value over $120 million.

His leadership resulted in that organization being twice named as the Air Force Communications Command Outstanding Contracting Unit of the Year (1988 and 1992).

Throughout his Air Force career, Oscar managed all types of contractual agreements from basic research grants to space defense and satellite contracts valued over
$6 billion.

For thirteen years following his retirement from the Air Force, Oscar managed the contracts and purchasing operations for a $24 million electronics engineering and manufacturing company in Stillwater, Oklahoma.

He developed several contracts management initiatives that were recognized as “best manufacturing practices” by the US Navy’s Best Manufacturing Practices Center of Excellence (2001).

As owner of Coherent Contracts, LLC, Oscar has crafted custom-tailored, competitive proposals for his clients that resulted in the direct receipt of government contracts.

Oscar is recognized as a Certified Professional Contracts Manager (CPCM), a Certified Purchasing Manager (C.P.M.), and a Certified Management Consultant (CMC).  A Fellow of the National Contract Management Association, he has served as an examiner for the Oklahoma Quality Award Foundation and a judge for the Oklahoma Governor’s Cup Collegiate Business Plan Competition.

Oscar holds a bachelor’s degree from Hobart College (Geneva, NY) and an MBA from the George Washington University in Washington, DC, the city of his birth and childhood.
